Windows 8.1 will be made available to Technet and MSDN subscribers prior to launch as per a new decision by Microsoft.
Microsoft Windows 8.1 release date is scheduled to be October 18 at 12:00 am in New Zealand time (4:00 am October 17 in Redmond, Microsoft's home town) and previously Microsoft has stated that the RTM or final build will not be available for developers before the official launch date. Obviously, this upset a large number of developers who is trying to develop apps and ensuring that the apps will be compatible and functional upon the release of Windows 8.1.
Today, it appears that Microsoft has retracted their former decision, and announced that Windows 8.1 as well as Windows Server 2012 will be available for download for Technet and MSDN subscribers a couple of weeks prior to its public release. The specific date for this access has not been set, but it will be sometime in September. In addition, Microsoft will also make several developer tools available to accelerate the development of new apps and software for the new operating systems.
